WASSCE Results Of 13, 454 Candidates From 73 Schools Withheld Due To Exams Malpractices

 PROVISIONAL RESULTS FOR THE EXAMINATIONS CONDUCTED FOR SCHOOL CANDIDATES, 2021 

(WASSCE, LJHSCE, LPSCE & LNAT) 

 

1.       INTRODUCTION

 

Ladies and gentlemen of the press, I am delighted to welcome you to the Monrovia Office of the West African Examinations Council (WAEC) for this very important press conference. This Press Conference marks the official pronouncement of the provisional results for the following Examinations conducted by WAEC for school candidates in Liberia in 2021. The examinations include:

Ladies and gentlemen of the press, the year 2021 was very challenging for the Monrovia Office of the West African Examinations Council. During the period of the conduct of these examinations, seven of our staff and a Police Officer lost their lives while on national duties on board the infamous Niko Ivanka Vessel that was sailing to the southeast on July 17, 2021. May I crave your indulgence for a Moment of Silence for those gallant men who lose their lives while on active duty. May their gentle souls and those of all faithfully departed rest in perfect peace.

2.      EXAMINATIONS CONDUCTED IN 2021

 

The Council conducted two types of Examinations for School Candidates in Liberia in 2021 as follows:

(1)     National Examination; and (2)           International Examination.

The National Examinations were developed and administered to candidates in Liberia who were in the 3rd, 6th, and 9th grades. The Liberia Primary School Certificate Examination (LPSCE) and the Liberia Junior High School Certificate Examination (LJHSCE) have been conducted in Liberia over the years. The maiden edition of the Liberia National Assessment Test (LNAT) was conducted in 2021 and it is anticipated that all schools will take advantage of this assessment in 2022.

The Council’s International Examination, The West African Senior School Certificate Examination (WASSCE) is available for candidates in the terminal class of senior high schools in all five English Speaking West African countries. Unlike the national examinations, WASSCE is a common test that candidates write at the same time in the five countries for subjects that are available in those countries.

3.       ENTRIES FOR THE EXAMINATIONS

The entries for the Examinations were received online from March 20 to May 20, 2021, as follows:

4.       WITHHELD RESULTS FOR ALLEGED EXAMINATION MALPRACTICES

 Although these examinations (West African Senior School Certificate Examination (WASSCE), Liberia Junior High School Certificate Examination (LJHSCE), Liberia Primary School Certificate Examination (LPSCE) and the National Assessment Test (NAT) were administered leakage-free in Liberia, there were some forms of Examination Malpractice that were detected and reported from the examination centers and marking venues. These incidences of examination malpractice involved some candidates and other examination workers including some teachers and/or school administrators who were either directly or indirectly involved with the administration process as follows:

(1)     Irregularity Cases Involving Candidates

Of the forty thousand, nine hundred and seventy-seven

(40,977) candidates that sat the WASSCE, the entire results for thirteen thousand, four hundred and fifty-four (13,454) candidates representing 32.83% are being withheld as a result of either their alleged involvement in examination malpractice or their schools submitted unreliable Continuous Assessment Scores (School Grades) for nearly all of their candidates. A final decision will be made by the Liberia Examinations Committee.

The 13,454 candidates have been placed into two categories as follows:

(a) Irregularity Involving Individual Candidates

Six hundred and thirty-seven (637) candidates’ results are being withheld for their involvement in five types of Examination Malpractice as follows:

Bong, Grand Bassa, Grand Gedeh, Margibi, Maryland, Nimba, Sinoe and Montserrado with eight thousand, five hundred and thirty-six (8,536) candidates representing 63.45% of the thirteen thousand, four hundred and fifty-four (13,454) candidates whose results are being

withheld were allegedly involved in Collusion as follows:

Forty-seven (47) schools with a total of four thousand two hundred and eighty-0ne (4,281) candidates representing 31.82% of the thirteen thousand, four

hundred and fifty-four (13,454) candidates’ results are being withheld because of the submission of unreliable school grades for WASSCE. The schools are located in the following counties:

5.      GRADING SYSTEM ON THE 2021 EXAMINATIONS

 

With effect from 2021, the Inverted Stanine Grading System will be used to determine the standard of attainment in each subject offered on all national examinations.

The interpretation of the subject grades for the Liberia Junior High School Certificate Examination (LJHSCE), Liberia Primary School Certificate Examination (LPSCE), Liberia National Assessment Test (LNAT) is as follows:

6.      PERFORMANCE OF CANDIDATES ON 2021 EXAMINATIONS

 

                 (1)     Liberia National Assessment Test (LNAT) – Grade 3

The Liberia National Assessment Test (LNAT) for grade 3 was administered on the school campuses of all the schools that entered for the examination in thirteen of the fifteen counties on September 17, 2021. The candidates were assessed in two subjects: Numeracy (Mathematics) and Literacy (Language Arts). The statistics of performance on the examination are presented in the tables below:

(a) Statistics of candidates that sat and passed the Liberia National Assessment Test (Grade 3)

Table 1 below shows the overall performance of the candidates by gender on the examination.

The table above shows that the overall performance of the candidates on the National Assessment Test was very good and that the females performed slightly better than their male counterparts on the LNAT, 2021.

(b) Performance per Subject on Credit Basis on the Liberia National Assessment Test (Grade 3)

Table 2 below shows the performance of the candidates that passed with credit on subject basis on the LNAT.

The table above shows that the candidates’ performance on credit basis in Language Arts (Literacy) slightly exceeded that of Mathematics (Numeracy) on the examination.

The table above shows that three candidates Abel Kemue and Mariah Q. Ylezoh with ID Numbers 104859005 and 104859009 respectively of the Brighter Day School situation in Soul Clinic, Paynesville along with Florence Beyan with ID Number 104890003 of the Haweh Academy situated in New Georgia are the best performing candidates on the LNAT as they all have the same Aggregated T-Score of 129.86.

(2)     Liberia Primary School Certificate Examination (LPSCE) – 6thGrade

The Liberia Primary School Certificate Examination (LPSCE) was administered at 329 centers in the fifteen counties on September 21 and 22, 2021 in four core subjects: Mathematics, General Science, Language Arts and Social Studies. The statistics of performance on the examination are presented in the tables below:

The table above shows that the overall performance of the candidates on the examination was excellent and that the females performed slightly better than their male counterparts on the LPSCE, 2021.

(3)     Liberia Junior High School Certificate Examination (LJHSCE)

The Liberia Junior High School Certificate Examination (LJHSCE) was administered at 345 centers in the fifteen counties on September 24 and 27, 2021. The statistics of performance on the examination are presented in the tables below:

(4)       West African Senior School Certificate Examination (WASSCE)

The West African Senior School Certificate Examination (WASSCE) for School Candidates was administered at 322 centers in the fifteen counties from September 10 to 30, 2021. The overall performance of the candidates in WASSCE for School Candidates, 2021 at the passing rate of at least a subject on the Examination is encouraging as compared to their counterparts who sat the same examination nationally for the first time in 2018. Nine subjects were offered on the examination with the Arts Students sitting for seven of the nine subjects while the Science Students sat a minimum of eight of the nine subjects.

The table above shows that the 2021 candidates performed slightly better than their counterparts in 2020 in eleven (11) of the fifteen categories and in fourteen (14) of the categories in 2019.

The adage that says “give honor to whom honor is due” is being exemplified once more during the release of the results for WASSCE for School Candidates, 2021. There were several candidates that outperformed their peers during the Examination and the Secretariat wishes to recognize these young scholars for their scholastic’s achievements. This year’s results will recognize the best performing candidates per subject as well as the overall best performing candidates on the examination.

The table above shows that two male candidates outperformed their peers in two of the nine subjects (History, and Geography) offered on the Examination while seven female candidates were considered the best performing candidates in the remaining seven subjects (Economics, Literature-in-English, English Language, Mathematics, Biology, Chemistry and Physics) on the Examination.

Ninety-nine (99) candidates comprising fifty-three (53) males and forty-six (46) females from thirty-three (33) schools in five (5) counties obtained a minimum of five credits inclusive of English Language and Mathematics on the Examination. 7.       CERTIFICATES

Ladies and gentlemen of the press, the Secretariat of the Monrovia Office of WAEC wishes to inform the public that all certificates for examinations conducted in 2021 by WAEC in Liberia will be available for collection by March 31, 2022. Henceforth, all certificates for examinations will be released to stakeholders at most three months after the release of results. Certificates for examinations conducted before 2021 will also be available for collection in March 2022 as well. The Secretariat wishes to express its regret to all stakeholders for the prolonged delay in printing and release of certificates for examinations conducted from 2018 to 2020 due to challenging circumstances beyond its control and herewith assures the public that henceforth, certificates will be printed immediately after the release of results.

8.      CONCLUSION

Ladies and gentlemen of the press, the Secretariat of WAEC wishes to once more express its sincere gratitude to the President and the Government and people of the Republic of Liberia for the confidence they continue to repose in WAEC to execute the mandate of the Council in Liberia. The Secretariat wishes to assure the Government and people of Liberia that it will continue to explore innovative ways of providing quality service delivery to the people of Liberia and the sub-region in the years ahead.

The Secretariat also wishes to appreciate the Honorable Minister of Education, the Government Nominees to Council, Members of Council, Educational Secretariats, School Authorities, the Liberia National Police, the Liberia Revenue Authority, the Managements of the Roberts International Airport and the Free Port of Monrovia, our Supervisors, Proctors, Monitors, Examiners, Checkers, the Media, auxiliary staff, all candidates and their parents as well as all other stakeholders who supported and collaborated with the Secretariat during the conduct of the WAEC Examinations for School Candidates in 2021 (WASSCE, LJHSCE, LPSCE & LNAT).

Finally, let me also appreciate the Heads of Division and indeed all staff of the Monrovia Office of WAEC for their cooperation, support, and commitment to excellence in the execution of the Council’s mandate in Liberia.

School authorities can begin accessing and printing their candidates’ results from their dedicated pages on the WAEC Online School Registration Portal while candidates can start accessing their results individually by using their Identification Numbers along with their Result Checker Serial Numbers and Pins indicated at the bottom of the Admission Notices beginning Monday, January 3, 2022.
