National Archive Center Denies A Local Media Report Of Corruption At CNDRA

Says It’s “Irresponsible And Unethical”

The Center for National Documents and Records Agency has denied the accusations made in a Base TV Media publication titled “Corruption Scandal at the Center for National Documents and Records Agency (CNDRA)” from February 19, 2026, deeming it irresponsible and unethical.

CNDRA Communications Director Kaipee Luther Newray told journalists in Monrovia on Friday that the allegations are malicious, misleading, false, unproven, and intended to damage the hard-earned reputation of the agency leadership.

He clarified that the Director General D. Nelson Bearngar, Financial Comptroller Henry G. Swaray, and Procurement Director James Fahnbulleh have not been engaged in any form of bribery or misapplication of public funds.

He claimed the publication lacks credible evidence, proper documentation, and reliable sources, as it does not include official audit reports, investigation findings, or documentation from oversight institutions.

Newray stated that the CNDRA annual procurement plan complies with PPCC laws of Liberia, refuting claims of procurement violations, and emphasized that agency activities follow established legitimate procedures.

According to him, the claim of biweekly fund withdrawals by CNDRA officials for unlawful activities is baseless and unsupported by financial audits.

The CNDRA Communications Director mentioned that these allegations amount to character assassination instead of ethical journalism practice.

He noted that the article did not provide documented evidence, conflict-of-interest disclosures, or official investigative reports proving that Director General D. Nelson Bearngar owns a company that constantly wins contracts and siphons funds as alleged.

The claim that CNDRA is not meeting the national budget target is incorrect; the agency exceeded its target in the 2025 national budget and earned a bonus of one hundred thousand United States dollars for its exceptional performance, he pointed out.

He maintained that the article by “Base TV Media” is deemed false, contains inconsistencies, is blackmailing and defamatory, and is aimed at inciting distrust without evidence, urging the public to rely on verified information from official sources.

Director Kaipee Luther Newray requests the Online TV Media group retract the publication, indicating the agency may take legal action against anyone harming its reputation.

The Center for National Documents and Records Agency drives honesty, accountability, and transparency and remains committed to adhering to laws governing public institutions in the country.
