The 5th Judicial Circuit Court in Liberia’s Western Grand Cape Mount County has officially opened its August Term, with a powerful reaffirmation of the judiciary’s commitment to independence, impartiality, and the uninterrupted delivery of justice.
The formal opening ceremony, held in the County’s capital, Robertsport, brought together a distinguished gathering, including Associate Justices, judges of specialized courts and magistrates, officials from the Ministry of Justice, the County Attorney of Grand Cape Mount, and members of the Cape Mount Bar. Also in attendance were the Jury Management and potential jurors for the term, the Superintendent and administrative officials of the county, the Grand Cape Mount County Legislative Caucus, ministerial and clerical staff of the court, members of the press, and invited citizens.
In her address, presiding judge, Her Honor Victoria W. Duncan underscored the importance of the occasion beyond its ceremonial nature, describing it as a profound expression of patriotism and a reaffirmation of constitutional principles.
“This event is not simply a routine occasion; it embodies a deep sense of patriotism and nationalism. The formal commencement of the court term holds constitutional and symbolic importance. It represents the core principles of judicial independence, continuity, and authority,” Judge Duncan stated.
The opening of the August Term was characterized as a declaration that the judiciary remains ready, impartial, and steadfast in upholding the rule of law.
Judge Duncan emphasized that justice is not confined to individual cases or moments but flows continuously from one term to the next, unwavering and eternal.
A central theme of the address was the daily test of judicial independence in Liberia.
The Judge further acknowledged that court cases often face commentary, speculation, and pressure from powerful voices, but stressed that the judiciary must remain immune to such interference.
“If public opinion or political influence dictates court decisions, justice loses its continuity, and the rule of law becomes subject to the rule of men,” Judge Duncan warned.
Tuesday’s court opening ceremony also highlighted the collective responsibility of all stakeholders in safeguarding judicial independence.
Lawyers were urged to act as court officers, upholding the integrity of the judicial process and resisting attempts to manipulate public opinion or exploit the media. The media was called upon to report responsibly and accurately, avoiding sensationalism that could interfere with ongoing cases. Party litigants were reminded to trust the legal process and honor judicial decisions, refraining from external pressure.
“Judges must rule impartially; lawyers must advocate responsibly; litigants must honor the process, and the media must report truthfully,” the 5th Judicial Circuit Court Judge emphasized.
The formal court opening ceremony was described as a dual declaration: that justice continues and that independence endures. It served as a reminder to the nation that the judiciary remains faithful to its sacred pledge to resist pressure and speculation, uphold independence in every case, and preserve the continuity that sustains democracy.
