VACANCY ANNOUNCEMENTS

The West African Examinations Council (WAEC), a sub-regional organization responsible for the conduct of various examinations in the English-Speaking West African countries, invites applications from suitably qualified Liberians to fill the following vacant positions at its Liberia National Office.

POSITIONS

  • ASSISTANT REGISTRAR II 

SUBJECT AREAS:

  • Mathematics
  • English Language
  • Geography

Specific Duties and Responsibilities

Successful applicants will be assigned duties in the Test Development Division and will be required to perform the following duties among others:

  • develop examination papers conducted by the Council in Liberia.
  • assist in the conduct of all examinations conducted by the Council in Liberia.
  • recruit item writers, moderators, and examiners for the Council’s examinations.
  • assist in marking exercises of examinations conducted in Liberia.
  • organize Moderation, Coordination, and subject Award Meetings.
  • coordinate Working Party Meetings for the development, and review of syllabuses.
  • assist in compiling and collating Chief Examiner’s Reports for the Council’s Examinations.
  • prepare reports for Council’s Meetings.
  • handle issues that may arise from both the arrangements and conduct of the Council’s examinations.
  • supervise and manage subordinate staff.
  • assist in formulating and implementing policies and programs relating to your assigned Division; and
  • Perform any other duties that may be assigned.

Eligibility Criteria 

Academic Qualification 

Applicants should possess:

(a)     First degree from a recognised University (Minimum, Second Class Lower, or Cumulative Average not less than 2.50). Possession of M.Ed. in Educational Measurement/Evaluation will be an added advantage.

(b)      A minimum of LSHSCE/ WASSCE/GCE “O” Level Examination Certificate or their equivalent with credits in five subjects including English Language and Mathematics at ONE (1) sitting

OR

LSHSCE/WASSCE/GCE “O” Level Examination Certificate with credits in six subjects, including English Language and Mathematics, at not more than TWO (2) ONE (1) sitting.

EXPERIENCE 

Applicants must have at least three (3) years relevant post qualification teaching experience in a reputable institute.

  • ASSISTANT REGISTRAR II (INCLUSIVE AND SPECIAL EDUCATION)

Specific Duties and Responsibilities

Successful applicants will be assigned duties in the Test Administration Division and will be required to perform the following duties among others:

  • assist in the conduct of all examinations conducted by the Council in Liberia.
  • assist in handling Pre and Post-examination activities for candidates with special needs.
  • where necessary, prepare reports for Council’s Meetings.
  • handle issues that may arise from both the arrangements and conduct of the Council’s examinations.
  • where applicable, supervise and manage subordinate staff.
  • assist in formulating and implementing policies and programs relating to your assigned Division; and
  • Perform any other duties that may be assigned.

  • ASSISTANT REGISTRAR II (TEST ADMINISTRATION) 

Duties and Responsibilities

Successful applicants will be assigned duties in the Test Administration Division and will be required to perform the following duties among others:

  • Assist in the administration of examination conducted by the Council in Liberia.
  • assist in the conduct of all examinations conducted by the Council in Liberia.
  • assist in the recruitment of examination workers (Supervisors, Proctors, etc.).
  • assist in marking exercises of examinations conducted in Liberia;
  • assist in the organization and conduct of Coordination Meetings.
  • coordinate pre-examination and post-examination activities.
  • assist in compiling and collating reports from the conduct of examinations.
  • prepare reports for Council’s Meetings.
  • handle issues that may arise from both the arrangements and conduct of the Council’s examinations.
  • supervise and manage subordinate staff.
  • assist in formulating and implementing policies and programs relating to test administration.

Eligibility Criteria

  • ASSISTANT REGISTRAR II (RESEARCH) 

Duties and Responsibilities 

Successful applicant will be assigned duties in the Research Unit and would be required to:

  • determine areas of research to increase knowledge in a particular field related to the operations of the Council;
  • plan and perform experiments and surveys on matters affecting the operations of the office for possible solutions;
  • collect, record, and analyze data;
  • interpret data analysis results and draw inferences and conclusions;
  • present research results to Management;
  • use research results to write and review reports and papers and present findings to management and in conferences or meetings.
  • collaborate with research teams, industry stakeholders and government agencies; and
  • Perform any other duties as may be assigned.

EXPERIENCE 

Applicants must have at least three (3) years relevant post qualification experience in research.

  • COMPUTER PROGRAMMER II

Duties and Responsibilities

Successful applicant will be assigned duties in the Information Communication & Technology Division (ICTD) and would be required to:

  • design and develop practical application/software for the Monrovia Office;
  • develop and maintain software applications/technologies for the Monrovia Office;
  • assist in application development projects
  • design and maintain all the web-based applications for the Office;
  • network the operations of the relevant divisions, sections, and units of the Monrovia Office;
  • advise Management on the IT needs of the office;
  • check the correctness of reports to user departments, sections, and units;
  • prepare reports as required by user departments, sections, and units; and
  • perform any other duties that may be assigned. 

Eligibility Criteria 

Academic Qualification

Applicants should possess :

(a)

  • First degree from a recognised University in computer Science/Programming, Information Technology or a related discipline (Minimum, Second Class Lower or a Cumulative Average not less than 2.50). A master’s degree in computer related field and possession of a Net related Microsoft certification will be an added advantage.
  • possess adequate knowledge of object-oriented design and programming using systems, databases and programming languages that develop software applications with the .NET framework;
  • possess high proficiency in programming skills using VB.NET, C#, XML and Java Enterprise Edition;
  • be proficient in the management and programming of database applications such as Microsoft SQL Server and Oracle;
  • have at least three years post qualification work experience with a reputable institution; and

(b)      A minimum of SHL/SCE/WASSCE/GCE “O” Level Examination Certificate or their equivalent with credits in five subjects including English Language and Mathematics at ONE (1) sitting                                                          OR

LSHSCE/WASSCE/GCE “O” Level Examination Certificate with credits in six subjects, including English Language and Mathematics, at not more than TWO (2) ONE (1) sitting.

Key Competencies

  • demonstrate a high degree of integrity, confidentiality, and reliability and possess leadership ability.
  • have high proficiency in Microsoft Office applications development and SQL Server.
  • have good working knowledge of Programming with Visual Basic, Networking, and Web Design.
  • be able to Use .NET components and work with software engineers and architects to develop a logical series of instructions referred to as programming code for the computer to communicate with networks, applications, and databases.
  • be able to apply several different programming skills/technologies to allow the software or application to function properly.
  • be able to create new software applications, modify, repair, or improve existing applications, and may also test applications for functionality
  • be self-motivated, could write good reports and analyse reports and be task/result oriented.
  • be prepared and willing to work extra and odd hours and be able to work under pressure to meet targets;
  • be prepared and willing to work out of Monrovia.

  • ACCOUNTANT II 

Duties and Responsibilities

Successful applicant will be assigned duties in the Finance Division and will be required to:

  • assist in the implementation of the Finance Division policies and programs;
  • assist in the general accounting work of the Council’s examinations;
  • assist in preparing the general ledger and the draft final accounts;
  • assist in printing of the various books and bank reconciliations;
  • assist in budget preparation and tracking;
  • prepare reports for the Council’s Meetings;
  • perform any other duties that may be assigned.

Eligibility Criteria

Academic Qualification 

Applicants should possess :

(a)

  • First degree from a recognised University (Minimum, Second Class Lower or a Cumulative Average of not less than 50) in Accounting. A master’s degree in accounting/finance or business management will be an added advantage and be a member of an accounting professional association.
  • have at least three years post qualification work experience in a reputable institution.

(b)      A minimum of LSHSCE/ WASSCE/GCE “O” Level Examination Certificate or their equivalent with credits in five subjects including English Language and Mathematics at ONE (1) sitting

OR

LSHSCE/WASSCE/GCE “O” Level Examination Certificate with credits in six subjects, including English Language and Mathematics, at not more than TWO (2) ONE (1) sitting.

Key Competencies

  • demonstrate a high degree of integrity, confidentiality, and reliability.
  • possess leadership ability;

  • INTERNAL AUDITOR II 

Duties and Responsibilities

Successful applicant will be assigned duties in the Internal Audit Unit and would be required to:

  • examine the process of management of risk and ensuring compliance with financial regulations and policies of the Council;
  • enhance and advance operations in the Council by identifying areas of improvement and best practices;
  • evaluate and assess the financial and accounting practices of the Council Office in Liberia and report on their accuracy and effectiveness;
  • perform and control the full audit cycle including risk and control management over operations’ effectiveness, financial reliability and compliance with all applicable directives and regulations;
  • determine internal audit scope and develop annual plans;
  • obtain, analyze and evaluate accounting documentation, previous reports, data, flowcharts, etc.
  • prepare and present reports that reflect audit’s results and document process;
  • act as an objective source of independent advice to ensure validity, legality, and goal achievement.
  • identify loopholes and recommend risk aversion measures and cost savings;
  • maintain open communication with the Head of National Office and management;
  • document, process and prepare audit findings memorandum;
  • conduct follow up audits to monitor management’s interventions;
  • engage into continuous knowledge development regarding rules, regulations, best practices, tools, techniques, and performance standards and

  • First degree from a recognized University (Minimum, Second Class Lower or Accumulative Average not less than 2.50) in Auditing/Accounting/Finance. Possession of a master’s degree in finance or Audit will be an added advantage.

(b)      A minimum of SHL/SCE/ WASSCE/GCE “O” Level Examination Certificate or their equivalent with credits in five subjects including English Language and Mathematics at ONE (1) sitting

OR

SLSHSCE/WASSCE/GCE “O” Level Examination Certificate with credits in six subjects, including English Language and Mathematics, at not more than TWO (2) ONE (1) sitting.
