Civil Society Groups Raise Alarm Over Dolo Town Project, Claiming Lack Of Due Transparency In Awarding Contract

Amid Groundbreaking For Health Center, But County Administration & the Margibi County Legislative Caucus Remain Tight-lipped

Dolo Town, Liberia–The Margibi County Chapter of the National Civil Society Council of Liberia (NCSCL) today, Friday January, 30th, 2026 issued a strong statement expressing deep concern over a perceived lack of transparency in the awarding of the contract to construct the Dolo Town Health Center.

The controversy reportedly stems from the observation by CSO representatives at a bid hearing held on December 26, 2025, hearing, three companies including Inter-Tropic Holding, Inc., Innovative Construction Company, and Family Brother Company—were presented as bidders.

The CSOs added in a release that the County Procurement Officer Mr. Goto Jallah reportedly assured observers that they would be formally invited to subsequent evaluation and selection meetings to ensure accountability.

However, the CSOs added that they never received any such communication. Their concern turned to alarm upon discovering public reports that a ground-breaking ceremony for the project has already taken place, suggesting a contractor was selected and work began without any public disclosure of the evaluation results or the final award decision.

This Reporter on January 23, 2026 followed the Ground breaking ceremony of the Reconstruction project of the Dolo Town Health center in lower Margibi County valued about US$160,000.00 USD).

Margibi County District #2 Representative and the chair of the Margibi County Legislative Caucus, Clearance G. Gahr of District 5 and the County’s Senator James Emmanuel Nuquay were present at the ceremony along with the County Administration.

Alleged Legal Violations

In their statement, the Margibi CSOs spoke of the potential breaches of Liberia’s Public Procurement and Concessions Act (PPCA), including

Section 30: Which mandates that bids be evaluated strictly against pre-disclosed criteria and that a formal evaluation report be prepared

Section 65: Which states that a contract shall be awarded to the lowest evaluated and most responsive bidder.

Related provisions requiring due notification and adherence to statutory procedures before any contract award and commencement of work.

The groups argue that starting the project without disclosing the evaluation outcome or award notice undermines the core objectives of transparency and accountability enshrined in the law.

CSO Position and Demands

“Let it be clearly stated that civil society is not opposed to development,” the statement reads. “However, development must be lawful, transparent, and accountable, especially where public funds are involved. Transparency in procurement is not optional, it is a legal obligation.”

To address the issue and restore public trust, the Margibi NCSCL has called for immediate action from several institutions including

The Public Procurement and Concessions Commission (PPCC) To review the entire procurement process for the project.

The Liberia Anti-Corruption Commission (LACC) To investigate any potential procedural irregularities.

The Margibi County Legislative CaucusTo exercise its oversight role to ensure compliance with national laws.

The Margibi County Council and Administration To provide full disclosure of the procurement process, including evaluation reports and the award decision.

The statement concludes with a reaffirmation of the CSOs’ commitment to accountability and a warning that “Transparency builds trust. Silence erodes it.”

The group further argue that no immediate response has been received from the Margibi County Administration or the named bidders regarding these allegations.

However, the County Administration and the Margibi County Legislative Caucus remain Tight-lipped.
