Civil Law Court Wans Former Justice And Mines Ministers Account For 53.34 Carrot Missing Diamond

TEMPLE OF JUSTICE, Monrovia- The Sixth Judicial Civil Law court at the Temple of Justice has held several former officials of government in the former CDC regime to account for 53.34 carrot of missing a missing diamond, which was discovered in Gbapolu County.

Former CDC government officials being called to account for the gem are Cllr. Frank Musa Dean, former Justice Minister, Gersler Murray, former Minister of Lands and Mines, Mustapha Tounkara, president of the diamond dealers association, Ishaka Conneh, Emmanuel T.T. Swen and Korvah Baysah.

According to the ruling, the subsequent communication reaching by the owners of the Diamond, confirming Government ownership was inconsonance with the opinion of the Attorney General Fürther the appraisal, the issuance of voucher, certification of origin, ownership, export and sale of the Diamond under the Kimberly process were predicated upon and done at the behest of the Attorney General’s opinion Major players in the Diamond case.

The ruling said, discerned from the records the entire exercise seems to be a network of a criminal cartel knitted on the author of connivance, secrecy and collusion. Unravelling the cabal and exposing its criminal syndicate requires holding accountable to the following individuals in the execution of the mandate of the Honourable Supreme Court of Liberia

  1. Gersler Murray— Former Minister of Mine and Energy:

3 Mustapha Tounkara President of the Diamond Dealers association who falsified documents to distort the origin of the Diamond and subsequently sold the Diamond outside of Liberia at the instruction of Frank Musa Dean and Gersier Murry.

  1. Ishaka Conneh, alias Bakut
  2. Emmanuel T.T. Swen
  3. Korvah Baysah

The above-named former official are said to have appraised the Diamond, granted the certificate of origin; knows the buyer and is concealing a very important information called the vendor return form which contains necessary information about the buyer (s), How much was paid among other information about the diamond.

Unless these & individuals can be made to account for the Diamond in question, the execution of the Supreme Court mandate is unlikely.

Wherefore and in view of the foregoing, this Court hereby holds Clir. Frank Musa Dean, Former Minister of Justice and Attorney Liberia, Gerslar Murray, Former Minister of Mines and Energy, Mustapha Attorney General of the Republic of Tonkara.

This Court hereby holds that the following individuals should be made to account for the diamond in question the 53.34 corat Diamond. And since they have cooperated to aid this Court in the enforcement and execution of the Supreme Court mandate, they are hereby held in Contempt of this and order arrested and detained the Monrovia Central prison until they shall have accounted for the 53.34 carat diamond in question. And so ordered.

COURT’S RULING

The Honourable Supreme Court of Liberia entered judgment against the Appellee on the 14th day of August A.D. 2025 and sent a mandate to this Court which last two paragraphs for the purpose of this Conference are quoted hereunder verbatim, that in the instance case, the Co-Appelles T. David Sluward and Abraham Kamara having timely submitted a renewal application on March 17, 2022, which was prior to the expiration of the class “C”. License on May 25, 2022, coupled with the facts that the appellants subsequently renewed the said license on April 28, 2023, based on the request for renewal that had been filed on March 17, 2022, the co-appellees class “C” license was extended nunc pro tunc as of the date of expiration of the said license; therefore, it was Ultra vires for the Government through the Ministry of Mines and Energy to claim automatic reversion of ownership of the diamond to the Republic. 

Further, the Honourable Supreme Court of Liberia mandated the presiding Judge of this Court, Civil Law Court, 6th Judicial Circuit Court, Montserrado County to comply with the foregoing Judgement immediately and filed its return to this mandate as to how the said mandate was executed in the case of the 53.34 carat diamond that the question of the origin has been fully settled and the ownership established and the investigative panel commissioned by the Ministry of Justice and Attorney General of Liberia. Cilr. Frank Musa Dean, had established in his report that the 53.34 carat diamond belong to T. David Sluward and Mohammed Kamara alias Jr.

However, a sequent opinion by the then Ministry of Justice not supported by any evidence or further investigation claiming that the Diamond was the property of the Government of Liberia, contradicted the investigative findings and it set out basic conditions that prove the Government of Liberia had custody of the Diamond.

  1. That the origin and ownership of the Diamond having been establish, the Government had taken seize of the Diamond on the established alleged account of the expiration of the owners minding license and
  2. That the Diamond was now in the custody of the Government of Liberia.

The opinion provided by the minister of Justice and Attorney General of the Republic of Liberia based on the aforesaid condition was (1) Instructive (2) Definitive, (3) Possessive (4). Conclusive as to the chain of custody and what the Government position was on the Diamond. This means no one could laid hands on or fake possession of the Diamond from of the Government unless authorized.
