3-Men Sent To Court For Allegedly Duping Liberian Police Officers

Three men have appeared before the Monrovia City Court to face prosecution for allegedly duping the Liberia National Police of medical insurance scheme in the amount LD$233,900, as Garmah Never Lomo reports.

Defendants Lawrence A. Reeves, James Dukuly both of the American Underwriter Group (AUG) insurance and Titus Jlogbe Monbo of Zubah Town medical clinic appeared in court yesterday to answer to multiple crimes of theft of property, criminal facilitation and criminal conspiracy.

According to court documents, the investigation established that the crimes were perpetrated by the defendants who willingly, knowingly, purposely and with the intent to commit the crimes, criminally conspired to dupe the insurance company, American Underwriter Group (AUG) out of LD$ 139,460 including additional fifteen (15) medical form/slip amounted to LD$ 944,40.00 and forged those senior police officers signatures with fake contact numbers for dubious medical registrations ,consultants, treatment  laboratory tests and drugs for twenty one senior police officers/slips of the same kind amounting LD$ 233,900.00 which they purported were treated at the Ziah Town medical Clinic, Ziah Town, Tapita, Nimba County for the month of August.

The investigation established that that a contract to provide hospital and medical service was signed by and between Ziah Town medical clinic represented by James Lynch Monbo , proprietor and American Underwriters Group (AUG) represented by Mr. Bobson Kamara, General manager on June 5, but all documents (photo copy Police ID card and medical form/slip provided by defendant Titus Jlogbe Monbo , administrator of the Ziah Town medical clinic for the month were fraudulently acquired from both defendants.

Investigation revealed that in line with due diligence and in an attempt to verify and validate the authenticity of the perceived fraudulent documents received, the investigation reached out to those concerned senior police officers as to ascertain if they have undergone medical treatment at said facility but it was discovered that none of the officers had been treated at the facility.

The investigation Added that officers Cooper Naomi Mamie who had earlier died on July 25, there is no way a dead person could be treated at the facility in the second weeks of August.

“In addition to that, medical forms/ slips were never provided to other counties apart from Monsterrado county for the month of June, July or August and those police officers whose photo card ID cards and particulars were used are mainly assigned at central Police Headquarters,” the police findings noted.

Police charge sheet established that defendant James Dukuly who is the head of the IT department was the one who provided those blank medical forms / slips to defendant Lawrence Reeves, an insurer who attached those senior police officers photocopy ID cards to the forms / slips and delivered same to defendant Monbo who filled in forms and returned same to AUG in order to receive the cash for their personal gained.

The investigation conducted that the signature and contact numbers on the faces of the twenty one medical slips including additional fifteen totaling thirty- six copies for those senior police officers submitted to the investigation by the complainant amounting LD$ 233,900.00 under investigation are not the signature and contact numbers of those senior police officers.
