President Boakai Welcomes Legislative Passage of Third Amendment to ArcelorMittal Concession Agreement

Monrovia, Liberia- President Joseph Nyuma Boakai, Sr., has welcomed the passage of the Third Amendment to the ArcelorMittal Liberia Concession Agreement, describing it as a major milestone following years of negotiations and constructive engagement.

President Boakai noted that ArcelorMittal Liberia remains one of the country’s largest private sector investments and among Liberia’s leading employers, making a significant contribution to job creation, skills transfer, and community development.

he President highlighted that the amended agreement will unlock a major expansion of ArcelorMittal Liberia’s operations, increasing production capacity to 15 million metric tons, with projections to scale up to 30 million metric tons. He further emphasized that this expansion will be supported by an independently operated railway, a development expected to improve operational efficiency, promote multi-user access, and deepen the overall economic impact of the concession on the national economy.

According to President Boakai, the Third Amendment will provide a substantial boost to Liberia’s economy through increased employment opportunities, enhanced revenue generation, and strengthened growth in host communities. He added that the passage of the amendment is a clear demonstration of Liberia’s investor-friendly climate and the Government’s unwavering commitment to fostering an enabling environment for responsible and sustainable investment.

The President reaffirmed his Administration’s resolve to continue engaging investors, local communities, and all relevant stakeholders to ensure that Liberia’s natural resources are developed responsibly and in a manner that delivers inclusive, equitable, and long-term benefits to the Liberian people.
