TEMPLE OF JUSTICE, Monrovia- After being arrested and investigated, Police in Monrovia have charged and sent to court an Officer of the Police Support Unit (PSU), James E. Dumo for allegedly killing a woman identified as Mildred Kumba Tamba.
He is now being incarcerated at the Monrovia Central Prison by the Monrovia City Court awaiting trial.
Officer Duman, age 33, over the weekend is said to have shot to death Kumba in the View Point community in the Paynesville suburb of Monrovia.
According to police charge sheet, Defendant Dumo alleged act is in violation of Chapter 14 sub section 14.1 of the revised penal law of the republic of Liberia for recklessly causing the death of victim Mildred Kumba Tamba with his police service Smith and Wesson 9mm- pistol on early Saturday morning of June 27, 2020, while returning home from a birthday party.
Investigation conducted by police established circumstances which led to the death of Mildred Kumba Tamba, details inquires revealed that the victim along with other friends, including PSU office James E. Dumo were at a birthday party at the District #5 head office in the area.
The police charge sheet said, at about 1:00 am, defendant Dumo and his girlfriend Salamatu Kaba, one Randall and one Dashekie were walking ahead of victim Mildred Kumba Tamba and her fiancee Emmanuel Johnson (and others to be identified) who were a short distance behind them on their way home, after the party on the main road.
The investigation also revealed that defendant Dumo started beating on his girlfriend, Salamatu Kaba which prompted the two men, Randall and Dashekie to intervene. They told Officer Dumo to stop beating on his girlfriend, but he refused and continued the flogging until he threw his girlfriend into the drainage.
After his girlfriend fell into the drainage, he pull out raised out his service arm and fired a round, the bullet ricocheted and hit the edge of the concrete side walk and penetrated the forehead of victim Mildred Kumba Tamba who was standing on the road waiting for her fiancee Emmanuel Johnson about eight feet from the Defendant.
She immediately fell unconscious on the ground and began to bleed profusely and later she was noticed lying unconscious by her boyfriend Emmanuel Johnson, he began alarming that his fiancee got shot in the head by gun that was fired by defendant Dumo.
Investigation further disclosed that after defendant Dumo did the shooting and noticed that the bullet hit the victim, he attempted absconding from the crime scene and was attacked by angry crowd who subdued him and a member of the Kapio secure Liberia retrieved the weapon from a member of the angry crowd.
It was also narrated that the victim unconscious body was later removed from the crime scene, to the John F. Kennedy memorial hospital where she was pronounced dead on arrival (DOA) by the doctor on call and subsequently deposited at Ab. Robert funeral home for preservation.
Findings of the investigation showed that defendant Dumo legally possessed the gun but he failed to abide by the safely guidelines or four candid rules governing the use of firearm which states
Treat all weapons as though it is always loaded keep your fingers crossed off the trigger and off the trigger’s guard.
Never point weapon to what you are not willing to destroy.
Beware of your target and what is behind your target.
That after shooting the victim, the angry crowd attacked him and took the weapon from him which was later turned over to the police authority. Report by Garmah Never Lomo
