LIBENERGY Appeals LERC’s Tariff Decision—Why?

Monrovia, Liberia – The Liberia Electricity Regulatory Commission (LERC) informs customers, stakeholders, and the public that LIBENERGY has filed a formal application for reconsideration of the Commission’s tariff decision issued on July 6, 2026, the LERC said in a press release over the weekend.

The application for reconsideration was submitted on July 23, 2026, in accordance with Regulation 32(1) of the Electricity Tariff Regulations, which provides a regulated entity with the opportunity to seek reconsideration of a tariff determination.

In its application, LIBENERGY contends that the revised tariff approved by the Commission will have significant financial and operational consequences that, in its view, were not fully considered in the tariff determination. Among other issues, LIBENERGY argues that: the “revised tariff reduces its principal source of operating revenue through the reduction in the energy charge while simultaneously reducing customer toward meter acquisition”.

“The filing of an application for reconsideration is a standard regulatory process provided for under the Electricity Tariff Regulations and does not in itself alter the Commission’s decision,” said LERC Chairman Claude J. Katta. “The Commission is carefully reviewing LIBENERGY’s application in accordance with its regulations and will reach a decision based on the evidence presented, while ensuring transparency, fairness, and the protection of the interests of electricity consumers and the sector as a whole.”

It can be recalled, on July 6, 2026, the Commission approved a new three-year electricity tariff for LIBENERGY aimed at making electricity more affordable while supporting continued improvements in service delivery.

Under the approved tariff, effective August 1, 2026, the energy charge was reduced by 12 percent, from US$0.25 per kilowatt-hour (kWh) to US$0.22 per kWh. The Commission also approved a monthly fixed charge of US$1.50 to support network reinforcement and enhance the quality and reliability of electricity services.

In addition, LERC approved a reduction in the connection fee for new single-phase customers from US$110 to US$40, representing a 64 percent decrease. The remaining US$70 cost of the connection will be recovered through the approved energy tariff.

The approved connection package includes one electricity meter, up to 25 meters of low-voltage cable, and the required connectors. The connection fee for new three-phase customers was approved at US$330.
