NOTICE OF PUBLIC DISCLOSURE OF CLEARED
RESETTLEMENT ACTION PLAN FOR

LIBERIA URBAN RESILIENCE PROJECT

The Ministry of Public Works (MPW), on behalf of the Government of the Republic of Liberia, hereby informs all Project Affected Persons in communities along the New Kru Town project corridor (Popo Beach, Point Four, Central New Kru Town, Colonel West, Funday, and Lagoon), government institutions, civil society organizations, development partners, the private sector, and the general public that the World Bank (WB) has cleared for public disclosure the Resettlement Action Plan (RAP) prepared for the Liberia Urban Resilience Project

The Project’s objective is to increase flood resilience and access to urban infrastructure in selected neighborhoods and to improve urban management in Liberia.

Environmental and Social Requirements

The RAP instrument was prepared in accordance with applicable environmental, social, land, labor, public health, cultural heritage, and biodiversity laws and regulations of the Republic of Liberia and the World Bank Environmental and Social Framework (ESF). Relevant requirements include, among others, the following Environment & Social Standards:

• ESS 1: Assessment and management of environmental and social risks and impacts;
• ESS 5: Land acquisition, restrictions on land use, and involuntary resettlement;
• ESS 6: Biodiversity conservation and the sustainable management of living natural resources; and
• ESS10: Stakeholder engagement and information disclosure.

World Bank clearance for disclosure does not replace any permit, license, approval or other statutory requirements under Liberian law. Project implementation and the commencement of civil works remain subject to completion of all applicable national approvals and the environmental and social conditions set out in the cleared instruments.

Document Available for Public Review

1. Resettlement Action Plan (RAP): identifies Project Affected Persons and affected assets; establishes eligibility and entitlement provisions; explains compensation valuation and payment arrangements; provides livelihood-restoration and vulnerable-person assistance measures, where applicable; and defines the implementation, grievance-management, monitoring and completion-audit arrangements.

Consultation and Project Commitments

The instruments were informed by consultations with Project Affected Persons, project communities, county and district authorities, traditional and community leaders, women, youth, persons with disabilities, vulnerable groups, businesses, transport users, civil society organizations and other relevant stakeholders. The issues raised during consultation have been considered in the Project design and in the proposed environmental, social, resettlement, biodiversity, stakeholder-engagement and grievance-management measures. The following points summarize those issues, but are not exhaustive:

• No civil works will commence in any area requiring land acquisition, asset removal or displacement until eligible Project Affected Persons have received compensation and assistance in accordance with the approved RAP and applicable requirements.
• Environmental and social mitigation measures will be incorporated into procurement documents, contracts, Contractor Environmental and Social Management Plans (C-ESMP), method statements, supervision arrangements and monitoring reports, as applicable.
• Biodiversity-sensitive locations, avoidance areas and other restrictions identified in the ESIA will be communicated to contractors and monitored throughout implementation.
• The Stakeholder Engagement Plan (SEP) and Project Grievance Redress Mechanism will remain operational throughout preparation, construction and the applicable post-construction period.

Availability of the Cleared Instruments

The RAP is available for public access during normal working hours (9:00 a.m. – 5:00 p.m.) and through the physical and electronic disclosure channels listed below:

• The Governor of the Borough of New Kru Town and designated community disclosure points along the Drainage Corridor, as specified in the cleared SEP;

Printed copies may be reviewed without charge. Reasonable assistance will be provided to persons who require help to access, read or understand the documents, including persons with limited literacy, language, mobility or other accessibility needs. Publicly disclosed versions will protect personal data, confidential information and sensitive biodiversity information, where required by law or good practice.

Public Disclosure and Comment Period

The public disclosure and comment period will run for two (2) weeks, from 15 September 2026 through 29 September 2026. All interested and affected persons are encouraged to review the instruments and submit comments, observations, questions, recommendations, or concerns. Comments received during the disclosure period will be registered, reviewed, and considered, where appropriate, before the relevant instruments is implemented and before the commencement of activities to which the comments relate.

Submission of Comments, Questions, Concerns and Grievances

Comments, questions, concerns and grievances may be submitted verbally or in writing through any of the following channels:

• Email: grievance@midp-lurp.org and akorkpan@midp-lurp.org;
• Hand delivery or written correspondence to the Project Management Unit, Ministry of Public Works, P. O. Box 9011, South Lynch Street, Monrovia, Liberia;
• Hand delivery to a designated location where the GRM box has been installed;
• Telephone (4448), SMS, or WhatsApp (0775064033) or any of the safeguards focal persons listed below; or
• Direct submission to an authorized community-level grievance focal point or through another official Project grievance channel communicated by the PMU.

The Project Grievance Redress Mechanism is free of charge. Assistance will be provided to persons who are unable to submit a complaint in writing. Complaints may be submitted confidentially or anonymously, where requested, and no person will be subjected to retaliation, intimidation, discrimination or loss of entitlement for raising a concern. Sensitive complaints, including allegations of sexual exploitation, abuse or sexual harassment, will be handled through confidential, survivor-centered referral procedures and will not be processed through open community grievance discussions.
